Vancouver police arrest gang member near Kelowna

Vancouver police have arrested one of two known gang members wanted since last month.

Police caught up with Pashminder Boparai, the subject of a nation-wide arrest warrant, late last night near Kelowna. Boparai, a 30-year-old Abbotsford resident, was one of two men wanted for conspiracy to commit murder.

“We would like to thank the public for tips and acknowledge the Kelowna RCMP for their assistance,” media relations officer Sgt. Jason Robillard said in a news release. “They were instrumental in helping capture Mr. Boparai. We’ll continue to work collaboratively with our partnering agencies to combat gang violence that affects our communities.”

Last month Vancouver police announced new arrests and charges in Project Territory, an ongoing investigation that resulted in a number of arrests and more than 90 criminal charges last August. At that time police announced 92 charges against 14 individuals, some of whom are closely aligned with the Red Scorpions, specifically Jamie Bacon and Kyle Latimer.

Project Territory is part of Taskforce Tourniquet — a larger police initiative formed by Vancouver Police Department in March 2017 in response to increasing gang violence in the region and has grown to include officers from the provincial Combined Forces Special Enforcement Unit of BC (CFSEU-BC), the RCMP, the Integrated Homicide Investigation Team and other municipal police departments.

The taskforce has included several joint enforcement projects that have so far resulted in 209 charges against 38 individuals, as well as the seizure of more than 170 firearms, more than 10 kilograms of fentanyl, 40 kilograms of heroin, methamphetamine and cocaine, and more than $2 million in cash, jewelry and high-end vehicles.

Police are still looking for 22-year-old Moeen Khan of Surrey.
